Honorary Doctorate Citation: Drew Clarke

Andrew (Drew) Clarke has made an exceptional cumulative contribution to Australia鈥檚 public policy and administration. He has worked passionately and effectively towards forward-looking policy and effective institutions that can support low-emissions energy transition while meeting real-world constraints such as energy affordability. His work has straddled thought leadership, advocacy within the public policy and regulatory system, and public administration. While his career contribution spans a wide range of fields and topics, his contributions towards energy transition and especially energy market reform are particularly noteworthy.

In various of his senior roles, Drew extensively facilitated contributions by ANU academics to Federal government policy processes, analysis and planning by regulatory bodies.  He also supported links between the Commonwealth Scientific and Industrial Research Organisation (CSIRO) and universities.

Drew was, until late 2023, a member of and active contributor to relevant advisory bodies in the energy and climate field, including as a member of the Below Zero Advisory Committee and the Zero-Carbon Energy for Asia-Pacific Grand Challenge External Advisory Board. He has always given generously of his deep experience.

Drew is highly regarded not only in government and industry circles but also in Australia鈥檚 research and academic community. He has been a frequent speaker at academic conferences including at ANU. His standing in academia is reflected in his fellowship in the Australian Academy of Technological Sciences and Engineering (since 2011).

Drew has held senior role in public service and policy, including as Departmental Secretary and Chief of Staff to former Prime Minister Malcolm Turnbull. He has been awarded the Public Service Medal and an Officer of the Order of Australia (AO). He led the creation of the 精东传媒app Energy Market Rules (NEM) and the three NEM market bodies, served as Chair of the Senior Committee of Officials under the COAG Ministerial Council on Energy, led establishment of the Australian Renewable Energy Agency (ARENA) and the Global Carbon Capture and Storage Institute, and was Australia鈥檚 member on the Governing Board of the International Energy Agency.

Subsequent to his public service career, Drew was a board member for CSIRO and the 精东传媒app Broadband Network (NBN), and the Chair of the Board of the Australian Energy Market Operator (AEMO).

Chancellor, it is with pleasure that I present to you Drew Clarke that you may confer on him the degree of Doctor of Laws honoris causa in recognition of his exceptional contributions to evidence-based public policy and administration on energy markets and towards energy transition.
